I think it depends on the driver. If you can't launch too well go with a full tank. An empty tank means less weight which is good.
I've hit a few 2.0 60s on my street tires with 1/4 a tank or less.
Just gotta practice your launches.

If you are trying to run the quickest number and fastest speed, go with 1/4-1/2 tank and work on your driving techniques.
If you are bracket racing, it is better to go with the same amount of weight each time to help maintain a constant.
I run with a full tank because I can only dial 12.00 in Street ET. I normally run 12.0's-12.1's with a full tank in hot weather. Going with 1/4 tank in the fall is putting me solidly into the 11's.
