Understanding PE mode

I read an article someone posted on here that completely explained everything I was having trouble with as far as tuning and LT1 edit goes. Thank you, whoever you are! It makes sense! If I understood correctly, if you want to change your AFR under WOT, you will change the PE tables, less % change = leaner, more = richer. What is this percentage change based on? The AFR target in the Open loop vs map vs temp table?
