What would cause the short term counts to be extremely low like 1 or 4.....its 128 at idle...also my Long term counts are 128 at idle, and mostly 108-128 after

If the short terms are 128 at idle, when do the drop to 1 to 4?

The only reason they would go that low would be if the long terms had bottomed out at 108, and the engine was still running rich (at least according to the O2 sensor voltage). Then it starts lowering the short terms to lean it out further.

After the car goes into closed loop the long terms are mostly 108...then the short terms are very low. ive seen L&R long terms at 108 and 113 and the L short term at 1 and the R short term at 148

The short terms should be swinging back and forth, both above and below 128. If they are always down low, they are trying to correct a rich condition that goes beyond the capabilities of the long terms. But you can't just pick one value out..... that's why you do a data log, so you can look at changes and values over a longer period, look at average values, etc.
