Questions about rear O2s

Hey guys, I plan on installing Pacesetter longtubes in the next month or two and I plan on making up a custom y-pipe with magnaflow or random cats. The headers will have AIR and EGR fittings as I plan to keep all of that functional. My question is I live in Illinois and I need to pass OBDII emissions. The main question is what do I do about the rear O2 sensors? Should I buy O2 simulators or should I have the code editted out of the PCM? Also, I have heard many people talking about getting "not ready" codes once they edit out the code and failing that way. Does anybody know any way around any of that and how many "not ready" codes am I allowed to pass Illinois emissions.

I believe you're allowed 2 monitors not ready.
The O2 simms will will show the 2 O2 monitors
O2 and O2 heater as ready, whereas if you edit them out you'll have those 2 and maybe the catalyst test as not ready.3 monitors not ready will fail.
The other ones are AIR, Evap, and EGR.
