No power to diagnostic port?

No power to diagnostic port?

My Son's girlfriend has a 96 Camaro with a 3.8. They're trying to smog check the car but the SES light is on. They asked me to help so I took my code reader tool over and plugged it in. Nothing happened, I turned the key on anyway and still nothing. It's like there's no power to the diagnostic plug. We tried removing the PCM fuse and even disconnected the neg Battery terminal to reset the PCM, but the light will not turn off.
The car runs ok. What could be the problem?

From: Hell was full so they sent me to NJ
Power to the ALDL connector comes off the cigarette lighter circuit. Check the lighter fuse. You can't turn the light off by clearing the PCM, if the problem that's turning it on is not repaired.
