Failed E-Test Need Help

Idle test
HC 200 671 OUCH!!
CO 1.00 0.62
NO N/A N/A
So my only problem is HC at idle. This is a Hot Cam car with a PCM for less tune. I did advance timing 3* between 1000 and 1800 to smooth out a bit of cam surge. The idle test was taken at 845 rpm so I'm not sure this would impact on the curb idle. I do not detect any miss. The water test shows furious boiling on all the header primaries. I just recently replaced the plugs. Any suggestions as to what I need to do here.
