ECM tuning question

Why cant tuners reflash a computer to OBD1, obd2 etc? Leave the wiring harnesses out of the equation for the moment. I just want to know why cant each computer be totally earaced and programed with whatever?
I ask this question because I want my 93 computer to have all the 94 abilities except maf. Sounds easy enough. Opinions please.

Re: ECM tuning question

Different layouts, memory sizes, different communication protocols, etc.

93 ECM - 256 kbit
94-97 - 1024 kbit
98-02 - 2048 kbit
03+ - 8196 kbit

A newer PCM's memory size may allow for a downgrade to an OBD1 program, but the layout of the board, components and the protocol won't, making it impossible.
