I know after a cold start its in open loop and the computer tells the engine to run pretty rich. Its my understanding that in cold weather the car runs better rich but I live in texas... just curious if I could change these to the normal 14.7:1 without any adverse effects?

The table, I believe, ties the cold start A/F enrichment to the coolant temp. Hence, it will not automtically pick an A/F ratio that is to rich for your TX climate... it will set the enrichment to match the actual condition indicated by the coolant temp.
When the engine is cold, you need a richer mixture to get it to ignite. Just like the "choke" on a carb... it will misfire and stumble if you lean it out too much on cold start.
