You can use a Hypertech Hand Held programmer. Only the 93's got the chip treatment.

Correct, 94 and up need a flash programming of the "fixed" chip. There are several ways to accomplish this:

1. Hypertech Power Programmer - Loads a "canned" program for fuel and spark into your PCM. By itself, this program is generally regarded as useless. When used in conjunction with a 160degF T'stat, it will show a small HP gain. HPP pretty much admits that the HPP is intended for strictly stock engines, and not for any sort of add-ons. The programmer offers you options on tnhings like rear axle ratio, tire diameter, rev limiter, top speed limiter, shift points and firmness for automatics, fan on/off temps. There is an HPP model that can use custom programmed (by HPP) cartridges to load something a little more productive into the PCM, but it still not a good way to go.

2. Mail order tune - there are people out there who will take your PCM and load a program that reflects your mods. OR, they can send you the program over the 'net, and you can load it yourself using a laptop. These services range from $75 to $350, depending on who does it. Generally provide very good results for popular mod combinations.

3. Get "programming" software to use on your laptop. Requires a cable to connect to the ALDL connector in your car. For your OBD-I car, you can get LT1_Edit or TunerCat. Requires that you learn how to program, or find someone with similar mods and copy the file.

No "program" will increase air flow. The best you can do is optimize the A/F ratio.... and doing that on a stock engine is worth up to 15HP. You can play with the ignition timing, but the stock timing table is already fairly aggressive. What you want to do is make physical changes to your engine that increase air flow... cold air intake, better exhaust, 1.6X roller rockers, cam, heads, etc..... THEN use programming to optimize the fuel and timing for that air flow.

You can't tune the engine to flow more air.... you can just adjust how much fuel the PCM mixes with the air the engine can flow. You need to go into the PCM programming and lean out the stock tuning in Power Enrichment (PE) mode, by adjusting the two tables that are used to calculate the "target" A/F ratio. You would need a tuning program like LT1_Edit or TunerCat. Of send the PCM off to a mail order tuner and have the changes made.
