Noisy fuel pump concerns
Actually two main questions:
Recently my fuel pump has started to whine really loud (able to hear it over my radio at light volume). Had it checked and the mechanic says the fuel pressure is fine,and that he has heard fuel pumps more noisier than mine. What I'm wondering is if this will cause a problem with a tech check next time I' going to autocross. Cost to fix $1500CAN, and I don't want to spend that kind of money just to fix a noise as opposed to it may prevent me from having fun at autocross.
Second question: Had my suspension done last year but really didn't say to have my shocks re-valved. So if I just asked to have Bilstein shocks put in, would they be considered revalved ? Is there a difference between regular Bilstein shocks and revalved Bilstein shocks?

I've never heard of a sound requirement at an Autocross, and certainly not one that could be triggered by a fuel pump. That would be some loud pump! So I wouldn't worry about that.
Revalved shocks means that someone changed the valve pressures from whatever it was before. So it sounds like you bought Bilstein shocks from the store and had them installed without changing the valving.
