if you have the driving lights, and you have them wired directly to you fogs, (the come on with low beams and off with high beams) this will happen because the driving lights are basically another set of high beams. i have the driving lights, but they are wired to the high beams so they go off when i only have the lows on.

one more note, as there seemed to be some confusion earlier:
**i only swapped out the stock fog lights for the hella driving lights. i did NOT do anything with the headlights.
