Why do you have a 18" wheel but 19" tire?

Ok. Well this probably won't help much but I have Y2k C5 wheels that are 17X9.5" on 275/40/17s all around and I don't have any problems at all.

No problems at all. I have had them for over a year and they haven't rubbed once.

The 18x9.5" Z06 repro wheels supposedly have an offset of 61mm, according to VETTE magazine. Did AFS quote you an offset or a backspace?

A 61mm offset on a 9.5" (bead) wide wheel, gives you roughly a 7.62" backspace. That should not rub, but will be close. The 17x11 50mm offset AFS ZR1 wheels have a 7.93" backspace, and they are almost certain to rub, but with 0.31" extra clearance, you should be OK.

[EDIT] The above comment on 7.62" BS vs. 7.93" BS applies to the back wheels. In the front, it may be tighter. My front 56mm offset 17x9.5" AFS ZR1 replicas have a BS of 7.42", and that puts them very close to the steering knuckle. With an 18" wheel, you gain a little extra BS, because the knuckle curves away from the rim, the higher you go on the knuckle. Check it very carefully when you put the wheel/tire on.

Some C5 wheel data:

Z06:

18x10.5 GM & repro - 58mm
18x9.5 repro - 61mm
17x9.5 GM & repro - 54mm
17x8.5 repro - 56mm

2001/2002:

18x9.5 GM & repro - 65mm
17x8.5 GM - 58mm
17x8.5 repro - 56mm

2000:

18x10.5 repro - 58mm
18x9.5 GM & repro - 65mm
17x9.5 repro - 56mm
17x8.5 repro - 56mm
17x8.5 GM - 58mm

1997-1999:

18x9.5 GM & repro - 61mm
17x8.5 GM & repro - 56mm

Stock F-Body wheels:

16x8 - 55mm
17x9 - 55mm

You can't just look at the "offset" to see if they will rub. It is the backspace that determines that. Backspace can be calculated (roughly) from offset and rim width:

(bead width/2) + (offset/25.4) + (bead retainer flange)

The typical bead retainer flange, or "edge" of the wheel is in the range of 0.45" - 0.50"

Example for a 9.5" wheel with 61mm offset:

(9.5 / 2) + (61 / 25.4) + 0.47 =

4.75 + 2.40 + 0.47 = 7.62" backspace
