I have a 94 and want use aVictor Jr intake.
My question is can I take this intake to a competent machine shop and have the right head angle milled on it?
What is the head to intake angle?

The face angle is fine as it is. Don't need to machine that.
The center pairs of holes are in the wrong locations for the LTx head. They're also on the wrong angle. The LTx intake places those two bolts almost vertical..... I believe the angle I read is 72º or 18º off vertical... however you prefer to look at it.
There are a few guys here, Bret being one of them, who've done the conversions. Avoid any frustration and have one of them do the work.

Aren't LT1 heads similar to Vortec heads?
AFAIK, Edelbrock has a couple intakes that are designed to bolt-up to Vortec style heads that take a carburetor instead of EFI, if that's what you're looking to do

I agree with the Big Show. Mod the heads. You can tap the holes to match the intake bolt positions. The end bolts are the only ones in the same locations between the two intakes. They also have a different angle, so welding and re-tapping would be necessary. I did kind of the opposite of what you're contemplating, my setup had converted heads with a stock LT1 intake. In my case, I was able to leave the end bolts out, so I didn't mess with re-tapping those holes. It sealed fine. Word of advice: If you want to mod the heads, use Helicoils or Keenserts for the threads.

its a website about modding a LT1 intake to fit on a small block chevy... but you can look at what they do and just do it "backwards".
if i was doing it, id probly have someone TIG a alum block over the holes, then just drill them at the right angles and mill it so the bolts have a nice flat surface.
if you owned a mill and a TIG, it would be easy and cheap... but if you have to pay someone to do it, you're better off just buying chevys LT1 carbed intake
