Fuel sender malfunction??

Fuel sender malfunction??

I haven't ran across this before. Just got an S10 Blazer, cheap and the fuel gage buries past full. I checked the continuity of the wiring, it's good. I checked the voltage at the gas tank and get about 8.5volts@pink wire with KOEO. Normal??
It has 3-wires into the tank: pink=sender to dash, black=chassis ground near tank, tan=fuel pump to fuel pump relay. The harness was butchered @ the tank, so I got the correct wires and reconnected it as it was supposed to be.(?)
What makes the gas hand move; voltage dropped across the variable resistor(sender), or varying the percertage of ground by the sender?
Vehicle runs great!, but I must know how much fuel I have left in there.
