Fuel Pressure Regulator?

Bear with me...my combo is the following:

84 305 (.040 over) w/ KB pistons/Plasma moly FF rings
416 Heads- 1.94/1.6 Manley Race Flows, ported, polished
Cam- 214/224 @.050, .442/.465 lift, 112* LSA- straight up
Speedway 1.6 Aluminum Roller Rockers
Flowtech Headers to 3" Flowmaster
Holley Street Dominator Dual Plane
Accel Supercoil, ICU, Plugs
Taylor Thundervolt 8.8 wires
Edelbrock AVS (offroad needles/seats) 650
OEM replacement pump and Holley 130gph pump
K&N, Dual snorkel air cleaner base

On my 86 Z28, I've been having a cold start issue....she won't start without the aid of starting fluid! Once I get her started, it's a 'bump and run' situation so long as the engine is warm.

I noticed that during cranking, my fp guage (inline between reg and carb) was reading 11-13psi with a Holley 130gph mechanical pump, and a Holley 4.5-9psi regulator set to 6 psi. I tried dialing it all the way down to 4.5psi, but the pump was overtaking the regulator it seemed and would only come down to 6.

Next, I replaced the regulator with a 1-4 PSI Holley unit, and dialed it down to 6 psi running, but it still shoots up to almost 11-13 psi during a cold crank.

Next, I put the Advanced Auto OEM replacement pump (returnless style) back in, and I'm getting about 8-10 PSI cold crank, 5 psi running.

I dialed it down to 4.75 PSI, but I haven't tried her with the engine cold since yesterday.....I wanted to bring her to temp to verify my new temp gauge is working correctly, and ran out of 'cool down' time.

Any ideas on what would cause the flooding during a cold crank? I'd feel better running 5-6 PSI, but if it's going to flood her cold, I don't see the point. THANKS!!!
