I was about to tell you that it was most likely something dried on the paint. Paint doesn't rust. Only ferrous metal rusts. Your car shouldn't have any exposed metal in that area (unless you took on some serious damage, and that doesn't look like the case) so there's no way that could have been rust.

Hey don't get mad because we are going to steal your football team and give you the Clippers back.
OK here we go… It's not like we have green clouds raining down hydrochloric acid melting cars and burning people. At least not today.
In fact it rarely rains here period. We defiantly don't get any more acid rain than any other place in the US.

I've had spots similar to that on a car I had in the past. I found out it was from a tree that the car sat near when I was working. In may case it took rain to get the sap or whatever organic material it was to clump together and then the sun would dry it to the paint leaving spots similar to yours. The good news is as you have found the spots do come off and are not eating into the clear coat.
And I have seen rust on paint. This seems more noticeable on white or light colored cars like my 2002 Z but tiny metal shavings from the brake pads would collect on the paint and when conditions are just right they would rust on the surface of the clear coat. So if you looked closely there would be tiny rust colored spots usually on the rear bumper. That took lots of clay bar time to clean that off.
