According to the 97 special service brochure, both the M6 and A4 were available in the 97 B4C option. Doesn't necessarily mean they built any with the M6, but with 253 sold in 97, it would seem to be a possibility.

Reasoning behind this is that there is a Hardtop,roll up windows,no fog lights or fog light switch,cloth,six speed car in my town for 5500 with a little over 70000. Car is clean and rust free for a new York car. I have only seen it at night and it looks to be dark blue on body and doors are a different shade of dark blue, it be the lighting. When I get a chance to look inside should I find the rpo code "b4c". I have only started to research this and in the dark (literally) thanks for the help

If it was a NYS Trooper car, their cars all one solid dark blue color- and every NYSP Camaro I saw was an auto- but there are plenty other agencies that could have purchased a B4C car.
To help you determine if it was an old agency vehicle, look for holes drilled/patched in the roof, console, firewall, trunk etc.
