Actually, if we're being techincal, it's the tire not the wheel. It's the tire diameter, width, aspect ratio, and design that determines the contact patch, not the wheel. Of course at some point your probably going to have to increase the wheel "size" to mount a "larger" tire.
An example is F1 Racing, where the wheel diamter is still relatively small. But the tire has a huge contact patch.

even though this is old it wasn't mentioned so...
they are different sizes becuase the body is designed as such. if it was different then they would be different. this is why staggered sizes on cars like the f-body that were meant to have same size rim height wise don't flow as well in overall looks.
