i found a set of wheels with some slightly rounded i guess and it has a slight vibration, can you fix that with a wheel balance or no?

"slightly rounded"??? Do you possilby mean they are slightly "out of round"? If so, there is no way balancing will eliminate the vibration. They would have to be reworked by one of the reliable wheel rebuilders.

 

I'd hate to ride on a non-rounded wheel.
