What's the least amount of backspacing?

What's the least amount of backspacing?
Say on a 9 or 10" rim? I'm looking at some that are nice but they have 3" lips. The 10's have 7" backspacing and the 9's have 6" bs. I think they would stick out past the fenders. So....whats the least amount of bs before the rim sticks out past the fender?
