Is the sumitomo HTR + a good tire?
You're comparing an all season Sumi to a Summer only Kumho? As much as I don't like them, the Kumho 712 will have better performance except in snow. You can't tell me a 400 AA A tire is going to out perform a 280 AA A tire in dry conditions which is when us sane people push our cars to the limits. The 712 even scored higher in Hydroplane resistance and wet traction.
I admitt that I have a realatively narrow spectrum of experience w/ alot of the tires mentioned above. I'm sure that there is a lot more out there that are great deals. There are just so many variables that you have to take into account when buying a tire. Don't make a snap judgment just because it worked for someone else. Use what everyone has experienced, and make a desicion based on what you now know and what your needs are.
Treadwear ratings are not regulated or standardized. Kumho's 280 AA A has absolutely nothing to do with Sumitomo's 400 AA A. You simply can't compare them and expect your conclusion to be accurate. The numbers are only good for comparing tires of the same brand, and even then, the exact meaning of the numbers and the scale to which they apply is unclear.
Had this been comparing a 280 vs 320, I could see the 300-320 from a different manufacturer providing better traction than the Kumho @ 280, but for a tire rated at 400? No. Especially when you are comparing a tire that is considered summer only to an all season. All seasons don't run the softer rubber because the softer rubber doesn't do so well in the cold.
