Maximum diameter is 28" for a bias ply, maybe a bit larger for a radial, since they don't grow as much at speed. Largest section width, while keeping the tire under the outer edge of the fender is about 13" (330mm).

Will a 28" 13" require me to hammer the set belts domes our remove the bump stops a 13" wide tire would look good on my car with the drag stars. I think the back is a 10" wide wheel a 13" won't fit on that rim will it what is the widest a tire I can fit on a 10" wheel

My rear wheel wells have been hammered for 315/35-15 drag radials, on 17x11.0" 50mm offset wheels. As I recall, the section width is close to 13". Here's the info, see post #9:

I also run M/T ET Drags, 28x10.5-15W (28.1" diameter, 13.1" section width), and they fit fine on 15x10.0" 7.5" backspace Weld Pro-Stars. 10" wheel is the size recommended by M/T for that tire. They want the wheel width withing +/- 1" of the tread width.
Note that a bias ply tire, with a tube will grow a lot at high speeds. While the ET Drags bolted on fine, when the car reached 140 MPH, the tire grew enough to hit the leading edge of the rear bumper cover. I had to cut about 1" off the bumper cover and hammer the metal fender point under the bumper cover to prevent contact.

Never had an issue of any kind with the seat belt domes. Depending on the offset fo the wheel, the projecting edge of the jounce bumper bracket may need to be cut back.
NOTE - These cars vary by a huge amount. I mention hammering the inner fender liners, cutting the jounce bumper bracket, rolling the fender lip, and others claim to run the same setup with no modifications. Yet when I was running Hoosier QTP 28x11.5-15's with only the above tweeks, another member indicated he has to remove the complete jounce bumper and the sheet metal above it to fit the same tires with the same wheels.
