Here's the story:

I have a friend from Europe who sealed a deal with a guy 15 months ago for some ported heads, a total of about $1300. Turns out this guy has been blowing my friend off, giving him BS, lost his job, community service ect.

I have been asked to help out since I am stationed in Texas now. I have called and e-mailed this guy and have not been able to get ahold of him. So I am ready to call the Mesquite Police Dept.

Now my question is: Can I rightly call them and report this guy even though I am not a victim in this case? Will they listen to me? If not what about the FBI?

Can somone give me the Mesquite PD number?

Any help would be appreciated.
