Is the 30.06 sign at Taco Cabana the legal size ?

Is the 30.06 sign at Taco Cabana the legal size ?
Sure does not seem like those letters are 1" high, but I must admit I did not have my ruler with me. 
Wondered if anybody had any thoughts on the subject.

Actually, this is the one at S. Kirkwood and Bissonnett , but ...
I'd assumed !! they all used the same signs. Maybe not .
At any rate, all the wording is there, but I can't see that the letters are the required height.
How's the one on Westheimer look ?
