If he has enough money to do that he should of gotten a Z28. Exhaust and intake are the easiest and cheapest for the amount you gain.

 

If he has enough money to do that he should swap in an LT1. Exhaust and intake are the easiest and cheapest for the amount you gain.

 

There's nothing cheap that'll make him fast. Some easy things are intake, pulleys, exhaust. If you have the money you can get a heads/cam package from super six motorsports. However, if he gets that elaborate, its time to consider just getting the Z-28.
