I had a '93 Civic EX coupe w/ auto trans in college. I knew better than to think it was fast, but I did take it to a drag strip once. Low 18s is exactly what it ran. 1.6L 4-banger w/ VTEC. I think the engine code was D16Z6. It probably was capable of a few tenths faster than that, but I didn't know about brake torquing (which is a good thing, because I probably would have destroyed the transmission if I did).
20 car lengths on a Civic is ~288 feet (267 if it's a hatchback). Judging by the 330' times I found searching for random timeslips online, I figure a stock-ish LT1 4th gen can cover that distance from a stop in ~5 seconds. That would actually make it a pretty close race.
That said, I too don't see the point of such a contest. If you really want to race him and give him an advantage, do it like a bracket race. You both run the whole quarter mile, but you start ~5 seconds later.

I like the bracket racing idea a lot better than giving him 20 lenghts...this isn't pinks, and that show is sorta retarted anyways for not using lights, and only relying on the dudes hands going down at the same time....ridiculous.

Guy sounds like a serious tool. Get him to race for as much money as you can, have a buddy record the *** kicking, and nail his gf. (as long as she is hot) Be sure to post the video of the race and pics of his gf on cz28.com
