Its unusual for the cable to need adjustment. Is there any resistance at all when you pull up on the lever? Are the rear pads in good condition?

Tighten E Brake

There is plenty of resistance. So R U saying that the rear pads are what the Ebrake uses to prevent the car from moving?

Yes, the cable uses a lever to tighten the caliper on the rotor. There is no separate e-brake. Maybe your calipers are frozen on the pins, or the lever system is rusted and not working.

Shoebox has photos and exploded view of the rear caliper. You can see the lever off to one side.
