My steering wheel will turn a little without turning the wheels. what causes this?

 

Jack the car up and have a friend turn the wheel back and forth while you inspect the steering linkage. I had this problem and the steering rack was worn and the pinion gear would move in and out of the rack when I turned the wheel. I repaced the steering rack and the problem was solved.
