Re-centering a steering wheel on a "gulp" Honda, question

When doing an alignment on a Honda. A 1993 Del Sol to be exact. Is the method of adjustment used to re-center the steering wheel by turning the tie-rod ends to change the toe-in on each of the front wheels until the steering wheel is centered and the toe-in is aligned?

when doing any alignment, you center the steering wheel, and lock it, then adjust your toe

and if its a rack and pinion you most likely have to rotate the inner tie rod to increase or decrease the toe
