do i need a vacume pump?

do i need a vacume pump?

i have all new brakes ls1 conversion with eradispeed rotors and hawk pads in front and power stop rotors with hawk pads in back with all steel lines they have 1000 miles on them. an hard on the brakes a few times in row they feel like garbage. am i loosing vacume i have 306 cam do i need a vacume pump?
