ABS INOP on 94Z

I've got a 94Z and the ABS INOP light is on. (I bought it this way 2 weeks ago.). Light comes on with ignition and stays on. No SES light. I tried to reset it by removing the negative terminal from the batter, no luck. I also swapped the ABS relay with a different one and no change. sw
It's OBDI and I dont have a scanner, its my understanding its a different computer that needs to be scanned anyway?
I've checked the conections at the 2 front hubs and on top the pumpkin. (Removed this one and wiped it down.).
Electrically, everything appears OK.
Car is stock.
What next?

All 3 brake lights work, and so does cruise, but I disassembled the 3rd light and found that the filament in one of the bulbs was hanging and making intermittent contact. I'll replace the bulbs and see what happens...

Most likely its a wheel sensor problem. Could be dirt, could be a poor electircal connection on the harness, could be a faulty sensor. The ABS has nothing to do with the PCM or the SES light. Its controlled by the EBCM, and you need a brake code reader to access the codes - theree are many. Used to be you need a high end Snap-On or OTC/Tech tool, but I've seen some lower cost brake code scanners appearing on the market.
