69' camaro suspensions problem

Hey guys im helping my dad build his 69' camaro and we just got it back from paint and it looks gorgeous. But the thing is sitting way to high and it has us stumped. We completely tore apart the front suspension before we had it painted and ordered stock springs for the front and now it sits level where before the front sat pointing up. But we looked online and found what the stock ride height is supposed to be and now the whole car is level but still 3 inchs above what they came stock. With all stock suspension parts shouldnt sit at the factory ride height? Now were lookin at lowering kits but who has ever heard of lowering a car to get it to the factory ride height. It just makes no sense to us. If you have any suggestions on what else to check please send them my way before we go nuts. Thanks alot.
