Doing a cam swap,

I got the 3 bolts out of the pulley, when I pull it off, should I have the arrow pointing a certain way? or doesn't it matter?

If all you are doing is removing the pulley/damper from the hub, you don't need to have any particular orientation. The 3 bolt holes are not evenly spaced, and the pulley will only bolt back on in the one correct position.

the crank is not keyed, but on reinstall, the arrow should point up with the motor and TDC for #1 cyl. (crank sprocket dot at 12 o'clock)

So just when I'm putting it back together, make sure its at #1 TDC and put the pulley on with the arrow at 12 o clock?

Another question,

when i take the hub off, Should I mark it so that I can put it back on in the exact same position or does that not matter?

As far as the balance of the rotating assembly no. It is however handy to have the arrow pointing correctly for future reference.
