rid of water/ tar spots

rid of water/ nasty spots

I have a 94z with black paint, the car doesn't get washed enough and I need something that will take off the crap that is on my car I am not sure if the spots are water spots, or sun baked dirt, but it didn't come off with a sponge cleaning. It does come off however, with a fairly light scrub with my finger. Does anyone have any suggestions as to what I need to buy to take this crap off of my car? I want to buy something locally and keep the low budgeted people in mind.

You could try a paint cleaner/pre cleaner.
I reccommend Mothers California Gold Pre-Cleaner.

You can also try clay bar, white vinegar or a mild abrasive.

Bug and tar remover, I use it alot, then wax it up with 2 coats and whatever you pick up after that should come off easily.
