First question: What is the difference between paint and powder coat?

Second: I am going to be painting my car soon and need some advice...
I'm blacking it out with a metallic black paint with lots of flake in it. Would it be okay to paint the inside of the headlight buckets/grille area with this paint since its black or should I do the car metallic black and the buckets/grille flat black?
