Question Question

What is the full name for that waterblade item. Is it "california waterblade" or "cali waterblade"? Does pepboys sell it?

I think it's the California Waterblade. I'm pretty sure I bought mine at Wal-Mart

I have a black 98 Camaro and I've seen the water blades but have been reluctant to buy them becuase I'm concerned about it leaving scratches in the clear coat. Is this a problem?

No, the WB is no more prone to scratch a finish than a towel, Absorber, etc... I've used mine for about a year now and never noticed any adverse effects from its use. Just make sure that the car's surface is completely clean before you use it, which also goes for any other method. I use mine in conjunction with the Absorber and the combination works great.
