Question Clay Bar Question

I have a bunch of little "particles" on the hood of my car and on the windshield. I have tried washing it and they do not come off. You can feel them above the paint surface when you run your hand across the hood. Would a clay bar take these off? Or should I take it to a detailing place and have them take care of it? Thanks

Also, I already tried using bug & tar remover, which didn't help at all.
