It's just the way it's done, the whole fleet is like that for the RCMP, although it may be different for the individual police departments like the VPD and Port Moody.

Alex is right. The provincial police departments have a corporate insurance policy in which their vehicle's insurance expires on February 28 every year. This applies to badged and unbadged vehicles...therefore check the tags of a car you are unsure of.
