Technically you are right in that any header that changes the position (or number) of cats is not emissions legal. However, I have the ability to log data from and reprogram my car's pcm, so I know the O2's are reading fine. The car goes into closed loop no problem. AFAIK federal law allows you to replace the cats after 50K miles, as long as they are in the stock location(s).
