NX TPAS problems

NX TPAS problems
I got the NX TPAS and wired it up .. power, negative, and tps signal ... i checked the tps signal with a voltmeter and it reads 4.5 at wot .. and im sure power and negative are good .. but i cant get the TPAS to activate 
i tried turning its **** counterclockwise about a million turns .. still no go ..
any ideas ?
