How is HP shot measured?

How is HP shot measured?
Well, I know when you run nitrous, it's in a certain shot 75, 100, 125.. etc. But how is it measured? It has to be a certain flow rate conversion? Or jet size?? And why is it that some shots of the same HP actually give you more power then others??

In theory I suppose it should be based on testing on a specific combo, but this is obviously impractical. So, the hp rating is based on the amount of nitrous the system flows over time. In essence, this is a function of jet size and nitrous pressure. This is not to say that all of the different setups possible will produce the same hp with the same volume of nitrous injected. Jet design, placement, and the underlying engine configuration are among the varaiables involved.

Thanks for the help.. where can I find out more about jet sizes?
.. yes I know to do a search, just wondering if there's any charts out there...
is the actual flow then measured in CFM?
