a friend was hit at a stop light. short story as they got out to check the back the person drove off. they have the plate number but that's it. a state officer showed up, explained that they could make a report or let it go since the damage looked to be under $500.
it was at a stop sign and maybe 10 mile hr bump. regardless they need a new rear bumper and support which is over $500. it's plpd on a winter ride though.
so what do you do? make a report and then what..?

First off never leave the scene of an accident without making a police report, it will come back to haunt you.
Second, if the damage is over $500 your buddy can try and get up to $500 from his own insurance company even if he only has PLPD. Warning: this may increase your buddy's insurance rates and show up as being involved in an accident.
Third, if the police charge the person with a hit and run misdemeanor and the person is convicted, your friend can ask for restitution as part of the sentencing of the case. Courts will sometimes (rarely)order restitution based on the fact that a hit and run is a crime (misdemeanor) and the courts have authority to order restitution be paid.
Make a police report, call your insurance company, and then follow up with the police and/or prosecutor to see if hit and run charges are being pursued.
Don't take this as proper legal advice since I don't know exactly what happened I'm just trying to lend a friendly tip.

There is something to be said for the smack down though. Get a plate on a hit and run. Police to busy to file a report at the time and not a monitary reason to push the issue. So showing up at the persons door to say hello seems like the next option.
