Would this be the starter?

My car has been hard to start for a while, it turns over a few times, then it finally starts up. Here lately it's decided to not start at all every once in a while, all I get is the click when I try to start it. Usually if I wait a few minutes it'll start up after that. Well today it wouldn't start at all, so I had someone jump me and it started up instantly. The car has enough voltage that it should start, but it just wouldn't. I'd turn the key, the voltage would drop a little bit, and nothing. I took it down to the local mechanic place right after it did this and they said that the car is charging fine. I thought it was the starter, but I don't know since it jumped right up after I connected the other car to jump it. So is it the starter?

Sounds like your battery is shot. A dead or near dead battery can show correct voltage but not be able to supply enough cranking amps. Also, if your altenator is charging fine, this just rules out the altenator. Just for kicks, see if a bud will let you swap in their battery and see if it starts properly. Or you could get it started and goto
Advance or the Zone and have them test the battery.

Another possibility is the cable going into the battery, check it for corrosion (positive/red side)

Cable going into the batter is new, less than 2 months old. Same thing with battery, I'll have it checked though. So it doesn't sound like the starter?

You need to put a load tester on the battery

Try just cranking the car without fully starting it. If the starter has a dead spot it will usually show up doing this EX. crank, crank, crank, crank,CLICL,CLICK,crank. If it does this then replace the starter.
