Would poorly adjusted rockers cause this?

I just put in a cam and haven't had a chance to drive it yet. I did however fire it up for the first time and to my surprise it started right up. I have comp R lifters with NSA pro mag rockers. There is so much noise coming from the engine from all 16 rockers it's hard to tell which one(s) are clacking . I have a very rough idle and when I put the car in reverse to get it out of the garage it doesn't respond to the gas pedal very well. The brakes also are very weak. My question is would poorly adjusted lifters/rockers cause the car to run that poorly .

On another note the car sounds nasty and it's idling around 600RPM.

I'd certainly get the cam programmed. I believe therein lies your problem. JMHO

Will loose rockers will cause hanging lifters? That was my question for Spinner. I know that loose rockers cause the clacking.

I don't understand "hanging lifters" If your talking about hanging valves open, then yes it will. It's not providing enough pressure to close them properly.

hanging lifter are when the the Rockers are not tight enough on the push rod. When the push rod doesn't push the lifter back done on the cam properly, "HANGING LIFTER"

I just did my heads and cam. The brakes are prolly due to lack of vacumm to the booster, make sure you put the vaccum hose back on the intake that is from the booster.

I had to adjust th rocker last night, I ahve Comp "R"s and 1.6 CC pro mags.
I had the car running and pulled the drive side cover off and adjust all the rockers, this way you can do hear the clicking. I shut car off and did the same to a passenger side.
