Threaded rod or bolt?

Either way, chances are it will strip.

Grade 5 bolt/threaded rod

For what it's worth, I bought a length of grade 5 threaded rod (couldn't find grade 8 either) and it worked fine for me. I used a length of pipe and some thick washers to push the crank hub on and it worked very well. I also used the same length of threaded rod to degree in the cam and turn over the engine to install the roller rockers and it was a trouble free solution. Good luck.

You can get grade 8, 7/16-20 threaded rod, and the nut and washers, from McMaster Carr http://www.mcmaster.com/.

This style tool is the recommended choice for installing a balancer/hub on a crank:

Drive to Fastenal. The manager there in Atlanta is Chuck Kirby, he'll take care of you. Tell him Dustin from Ohio sent you. They stock Grade 8 and even Grade 9 fasteners in fine thread.
