would cut outs trick the sniffer?

would putting cutouts before the exhaust pipes cheat the sniffer part of smog?

No, emissions testing measures the percentage of HC, NO, etc. Cut-outs wouldn't change the percentage, just the total quantity of exhaust.

And when u roll up to the testing with the cutout open the sound would make them take a visual test as well.

well, there is a way to bend the rules. off of a shorty header design using the stock exhaust routing, i've seen a cutout installed where the cat was, running the catback out of the back of the cutout. now, on the actual cutout part (the pipe on the cutout that holds the flap or cover to close the cutout) another exhaust pipe was routed tightly carrying a cat and feeding back into the catback about 1-1/2 feet back from the cutout. open the cutout=through cat. closed=no cat. I'm sure something like this can be done on a true dual setup as well. let me get u a pic. hand-drawn!!!
