Wont Run Without MAF, VE Wrong?

I am trying to get my tune ironed out for good on my 95 Z28. I recall reading that its a good idea to tune with the MAF unplugged first? The computer defaults to speed density when unplugged, so it used the VE tables for fueling correct? So the fact that my car can barley run (needs throttle to keep running, and even then its very choppy and rough) is an indicator that my VE is not correct, right?.

Is this table at all in use when running with MAF? I know its still good to tune this way in case the maf ever goes.
