I have just got my heads decked .030, I am running I havent decided yet either the GM .029 Gasket or the Felpro 1074 .039 Gasket. I also have 1.6 Rockers, am I going to run into Piston to Vavle Clearence?

I am running heads that were shaved 0.030" and the 0.029" Impala head gaskets on a stock bottom end. I have a more lift than you (230/236-112 0.544"/0.555" lift) and its not a problem. There are people here running more lift than me without a problem. If you are worried about it, then verify it with modeling clay. There are guides on how to do it. Basically you put a thin layer of modeling clay on top of the piston and turn the engine over to see what kind of interference you will have.
