why are my blocklearns 115?
both my left and right blocklearns are roughly 115 throughout the powerband, sometimes as low as 114 and sometimes as high as 120. what would cause this for both the L and R sides?

Well, the O2 sensors read rich and pulled fuel to compensate.
Normal would be 128 so you aren't too aweful far from the norm.
Have you done any fuel tweaks? Injectors, AFPR, etc? I didn't see any listed on your site so I'll assume no.
Since it is reading the same on both sides I'll assume it isn't a leaky injector or something along those lines (that would probably only effect one bank).
Only other mod you have that I could see potentially effecting the BLMs would be the MAF modifications. Any mods to the stock MAF sensor can have unpredictable effects such as what you are seeing. MAF is reading xxx gps of air (maybe in error reading too much), PCM says for xxx amount of air I mix in yyy amount of fuel (again maybe too much based on MAF reading), O2 sensor says, damn PCM, too much fuel, over time PCM says, Ok adjust BLM down to pull some fuel so my O2 buddy is happy.
If you want to play with it then try swapping in a stock unmodified MAF, drive a bit to "adjust" and check again.
Then again, 114 or so isn't that far off, well within the PCMs adjustment range, maybe you choose to not worry about it.
Best guess I have with what is presented.
