Wheel weight question

When I put rims on my car my steering turned to hell. I had the tires rebalanced and its alot better but it still isn't like its supposed to be....the wheel shakes at certain highway speeds. I took my rims off when I changed my brakes and I noticed that 1 of my front wheel wieghts isn't straight.

Could this be why my car shakes at certain speeds?

I doubt it. Here's a few things to consider:

Are any of the balance weights missing? If so, rebalance.
Are wheels 9 inches wide? or wider? What is the offset? This can effect steering.

Are they hubcentric? IOW, do they fit tightly onto the hub or are they centered when you tighten the nuts? Hubcentric is essential.

Are any of the wheel rims bent (due to pothole , etc.) hit?
This is a common problem.

If you feel it in the steering it's not likely a rear wheel problem.
